Dear EGOV community member,

Below we are sharing an exchange regarding the so-called “International E-Government Conference” (ICEG) with you. As you might remember ACPI, which also organizes the “European Conference on Electronic Government” (ECEG), organized a conference under the identical name until a few years ago, which was later discontinued.

As it appears, the ICEG conference name has now been used by a different organization (WASET or WORLD ACADEMY OF SCIENCE, ENGINEERING AND TECHNOLOGY) to advertise various academic conferences.

Hello Jochen

WASET is a predatory conference organisation – they have stolen a number of our conference titles –
I would not recommend having anything to do with them.

They have a professional website – but on closer scrutiny
you will see that all is not what it seems.

Try Googling WASET and see the number of critical links about them.

This is news to me.
ACPI used to run a conference called ICEG,
but they discontinued it a number of years ago as far as I know.
It is not on their current list of conferences which can be found at:


ECEG continues. Its 15th outing will be in Portsmouth, UK in 2015. On their web page, ACPI say that information is available on previous conferences if you want to know more about the original ICEG. The other one sounds very strange to me.

I would like to direct your attention to the message Chris Setzer sent me yesterday.
It appears that we are confronted with a flurry of conferences under the label of “ICEG,”
which appears to stand for “International Conference on e-Government”
but also for “International Conference on Electronic Government.”

The organizer appears to be an “WORLD ACADEMY OF SCIENCE, ENGINEERING AND TECHNOLOGY” and its website can be found under
“www.waset.org <http://www.waset.org>&#8221; —
it is unclear who is behind this organization.
It looks rather suspicious and commercial.

So far, my records indicated that the ICEG conferences were organized by
Academic Conference and Publishing International (ACPI),
the same who also organize ECEG with which Frank Bannister is associated.

Does anybody know what is going on here? I looked at the committee of
the ICEG 2015/Barcelona conference ( https://www.waset.org/conference/2015/10/barcelona/ICEG/committees )
and could not identify as know EG researcher a single person on the list.

While we are willing to continue to include references of the ACPI versions of ICEG in the Electronic Government Reference Library (EGRL),
we are not sure what to do with these other ICEGs.
Actually, we do not see any reason to include these papers unless we understand that
they meet the standards of double-blind peer-reviewing and academic quality as
specified in the criteria for inclusion
( http://faculty.washington.edu/jscholl/egrl/criteria.php ) into the EGRL.

So, if you have any better information, please enlighten us.

Hi Jochen,

I have a question about ICEG 2013. The papers from this conference were never added to the EGRL, and I have notes from past GAs indicating that the proceedings could not be found.

After searching online, I’m confused about where and when ICEG 2013 even occurred.
There are different websites saying that ICEG 2013 took place
28-29 November in Durban <http://academic-conferences.org/iceg/iceg2013/iceg13-home.htm&gt;,
19-20 September in Istanbul<https://www.waset.org/conference/2013/09/istanbul/ICEG&gt;,

Do you know which, if any, of these is the conference we want?
Also, I’ve had no luck finding proceedings to enter for the EGRL…any suggestions?
