YÖK (Yüksek Öğretim Kurulu) Higher Education Council Turkey governs all universities.

Keep in mind that :
“academic fraud” is very very very common in Turkish academy,
university directors, academics, and university students do not care about laws and ethics,
university directors and academics are untouchable academy bureucrats.
